Rooster? If so what breed?

We got a big mixed flock from a neighbor and they were suppose to be all hens but I'm starting to question whether this is a hen or rooster? What do you all think? And what breed it is? I have no clue.

I'm pretty new to chickens, but I know that is a rooster because of the saddle feathers. I don't know about the breed.
