Rooster is very ruff with the girls

Yep, the girls almost always scream bloody murder at first, especially if they're not ready/laying yet. If you separate him until they start to squat or lay, the transition will be a bit smoother.

He needs time to perfect his technique too. The roos can be too excited and/or a bit clumsy at first. They get better with practice on willing 'subjects'.
 
He's not being "rough". "Rough" means he's hurting them, gouging them, leaving marks. He's just a young roo learning how to do the deed. He's not too skilled and the ladies aren't enthusiastic yet. Give it some time. I've got one who's trying the same thing. He can't quite manage and just sort of keeps at it until my other roo gets fed up. He comes over and smacks junior and makes him get off the hen. It's pretty funny actually.
