Rooster legs

Does this Roosters legs look normal or Scally leg mites. It's a friends Rooster and she said they have always looked this way and none of the other chickens have this. The red areas where feathers would grow in but he picks them.

It looks like it could be Scaly Leg Mite.
Both chickens would most likely benefit from treatment. It may stop him from plucking at his feet.
