Rooster molt or something else?

This guy lost his neck feathers back in January and his neck looks angry. His body feathers look snipped… is this molting? Is the skin around his neck supposed to be red like this? I’ve checked for mites and don’t see any.

Ok, is there a way to stop this behavior or do I need to separate him from the flock at night? (My other roosters body feathers look plucked but he still has neck feathers.)

Do an on site search on Pin Less Peepers. They can stop this practice until he regrows feathers, and sometimes can even break this bad habit.
