Call the non-emergency police number.
They should be able to tell if you need to call someone else.

Having chickens in your area is illegal. Tell them to noise proof or get rid of the rooster. If they don't comply with any of this, call a non-emergency police number and see what can be done. Approach in a neighborly way, but if they refuse to listen, use the law.
