What can I do about a neighbors crowing rooster that is disturbing the peace?

Have you talked to your neighbor?

It's funny how people want to call the police about roosters, but loud banging music, dogs barking, etc while irritating is rarely taken care of by police. At least where I live they don't get real aggressive about enforcing noise ordinances.
