How long has this been going on? Has he come into contact with any moldy food or compost? What is your location and climate?

Looks at first glance like a form of torticollis (wry neck). It's treatable with vitamin E 400iu capsules - on per day directly into his beak until he's back to normal . Give with a sliver of a selenium tablet or cooked egg.

It’s been since Sunday we’ve been giving him poultry cell. I don’t believe he has that I know of. I’m in eastern Kentucky

Poultry Cell doesn't contain adequate vitamin E Use the people vitamin E capsules.
