That does seem a little weird. I've never had D'Uccles but I did have a standard size EE roo that was the same way. Only had him til he was 8 months old but he wasn't interested either. I wonder if it just takes some roos longer to hit rooster puberty?
Are you able to segregate him with some hens to check for fertility? I had a rooster once that I wasn't sure if he was doing his thing, He was I checked for fertility, I guess he was extra gentle about it.
Another thought I had if you have more then one rooster, maybe he is afraid to get caught doing his thing.
Hens go broody when you don’t want them to… and won’t go broody when you do.
