Rooster or aggressive hen?

We bought five pullets and one rooster chicks. But one of our pullets, an EE mix, is showing pink and comb growth at the same rate as our Barred rooster. It picks fights with the rooster and bullies the other girls. She is more nervous and jumpy than the others and runs from us even at feeding time. They are all about 6-7 wks old.the other girls are showing little to no comb or comb color yet. We are technically not allowed to have a rooster let alone two and don't want to wait for laying to tell the difference. So do we have a 2nd rooster or just an aggressive hen?

That would be a male. To be showing that much comb at that age WOW he is going to be a manly fellow.
