Rooster or Hen????

Hello, I’m new to owning chickens, I have 3 Golden Comet Pullets or what I think is 3 but one looks like she may be a he? They are about 5-6 wks old...Help! Is she a he? If she/ he is a rooster I won’t be able to keep it due to the township I live in... Thanks! This is Hershey!

For sure, a roo. If it is a comet, it is the right color for a male.
