Rooster or Pullet in the making?

Hi everyone,
Was hoping you guys could confirm whether my newest addition is indeed a female. S/he is a Rhode Island Red X. I'm not sure exactly how old s/he is but I'm guessing still quite young as s/he's still losing her fluff and growing adult feathers.

I am going to guess pullet, hard to tell as he/she has no tail feathers. The comb looks small but I see that wattle so that's throwing me a bit.
