Rooster rough with hens

Depends on personality. My BPR rooster(featured in profile picture) is extremely sweet, but can be rude at times.

When I first got my rooster Rocky, he was a bit rough with the hens, but after he calmed down, he was a perfect gentleman to them

I culled a cockerel this fall who was being too rough, not only with sibling pullets, but even some adult hens. he wasn't human aggressive, but still not worth breeding into my flock.
I had five cockerels to pick from, and chose him.
Sometimes it's just the way it goes...

It can be a matter of degree; youthful enthusiasm vs. harmful aggression. Having space, a good diet, and many females, all helps. Having the boys raised with adult hens and a flock rooster is the best!

No. Young roosters with no older rooster or strong hens to dominate them tend to be rough.

That rooster is actually Jack Rocky was a Rhode island red-his name is my profile name. He was a year old when I got him, and he already had experience with hens, so when I got new hens, I'd say he took about a week to get adjusted to the new hens

A 9 week old is taking on mature hens? And they're not giving him a beat down?

yes and no
he is bigger already than they are, not by much but he is.
I thought it was awful young fir hum, but he was hatched by me in November
