Yikes. Scaley leg mites for sure. I would begin treatment immediately. Mites can kill a bird. If he is so miserable and anemic that he is not eating and losing weight that is a VERY BAD sign. You can give him things like cat food and scrambled eggs to help him out. Definitely give him some vitamins and electrolytes also. Best of luck!

He is eating like crazy but still thin, I gave him beef liver since its full of vitamins and i gave him nutridrench all today. I put electrolytes in his water. Is it a good sign he has such a good appetite? I'm worried. So Vaseline or coconut oil for his legs? I did coconut oil this morning

That's a great sign. You can use coconut oil but I would also treat with a miticide as scaley leg mites are notoriously resilient.
 
Ivermectin Pour on works well against mites and leg mites. Dosage is 0.1 ml per every 2 pounds of weight, and repeat that in 14 days. Apply it to the back of his neck midline down his spine, just as you would apply a flea treatment to a dog. I am going to tag @dawg and @casportpony to look at the video with his legs. Hopefully, it is the leg mites hurting him, but I wonder a little about something neurological such as Mareks. He has multiple issues with his neck issue and now the legs.
 
ok should i continue with SafeGuard i just gave him his first dose today. Is it a 7 day treatment with SafeGuard? I'm praying its not Mareks disease. I had a rooster pass away 3 years ago from that. Where do I get ivermectin? Its just topical not internal or is it both?

You can get ivermectin at tractor supply. Get the pour on for cattle. Safe-Guard does not treat mites. I would discontinue.
