Rooster side stepping and flaring wing on one side?

My young Orpington rooster has quite a side tippy toe dance when he fluffs out his feathers and drops his wing as he moves toward me. I step toward him and he runs but he does try to sneak up behind me.
 
One of my oldest hens does this to the younger girls. I'm guessing it's a civilized way to say "I'm boss here." One of the younger ballsier (but very fair) hens does it back and then walks away. Nothing really seems to come of it.
 
When my guy does that, the object of his dance best pay heed or loose a beakful of feathers from its head! Spanky is a mixed breed roo... he's very protective of the flock but a bit selfish when it comes to food. If I put out three areas of scratch, he runs from area to area doing his side step dance at all three. He side stepped me once... We now have an understanding

Mine is doing this to me! Every time I go outside he paces the run and when I get close he does the side step dance. A couple of times he's dropped the wing and I can't offer hand fed treats to him and his brother without him going for flesh instead. I was hoping it meant he was happy to see me, but the more he does it, the more I think one day he's just gonna jump at me. He's only 5 months old.
