Some bloodlines are different within the breeds. I've had a serama rooster from one bloodline who had tiny spurs at nearly three, but I had one(my beloved Squeaker) from another bloodline who I bought at five months and had had his spurs twisted off already and had partially regrown them when I took him out of the shipping box. Chickens even within the same breed are so different it's generally a good idea to ask the breeder about the bloodline. Just be sure to enjoy watching him grow up.
