rooster stopped mating! help!

Are you in the northern hemisphere? If so, the waning daylight hours affect the birds. The hens stop laying, they start molting, and the hormones stop flowing as much - they turn their attention from breeding to getting ready for the impending winter.

Or, is your rooster a fluffy breed? Maybe the feathers around his vent could use a trim so he can make better contact with the hens.
 
X2 @Pyxis Daylight is decreasing and it has gotten much colder but my roosters still continue to mate, but mine are cockerels and their hormones have just now kicked in.
If your rooster is an adult he is more than likely preparing for winter, as my previous adult roosters always did.
My roosters are most active in Spring and Fall.

No, roosters don't have penises. Not his vent, but the feathers around his vent, which could make it difficult for him to get good contact with the hens if he's a fluffy breed, like a silkie or an orpington.
