Rooster with half the feathers of the pullets..

I have a rooster who was supposed to be a pullet from tsc. He is a buff orpington. His feathering is SO far behind the female buff I have is this normal? I've never had a rooster

Roosters do feather out slower, it is also possible that he is a bit younger.

Not at all unusual for male chicks to feather in slower. Doesn't happen with all breeds or all cases, but it's another potential tell that it's a male.

Is he under the heat lamp most of the time? Does he have access to get away from heat? In my observations chicks that spend more time under heat lamp look that way.
