He is beautiful!!! He has those pointy saddle feathers in the back so it might indicate a roo. Does he cock-a-doodle-doo?

Most definitely a cockerel. Females of this variety are highly different in appearance. Here is a female Silver Pencilled Rock of mine for comparison. (Same variety, different breeds and naming of variety dark vs silver pencilled, but still same appearance.)
