cochins are a slow maturing breed. He will eventually crow.. won't be able to tell if he will be noisy or quiet rooster.
cochins also not the best breed for eggs, they are an ornamental breed. They do lay but not as much as say, red sex link, leghorns(the best for eggs) or dual purpose like barred rocks or rhode island reds.
also many cochins are prone to going broody, which reduces their egg production. Bad for eggs, excellent if you wanted a mother hen to hatch eggs and raise chicks.
