I agree with Kuntrygirl. Will he eat soft food like yogurt or medicated turkey starter? I do not like to give medicated feed to well birds, but it has antibiotics that might help a sick one. Also you can put a teaspoon of Apple Cider Vinegar with mother in it, in his water, up to about 4 tablespoons to a gallon. I usually boil the eggs and feed back only the yolks. If he is not drinking much, you can give him pedialite so he doesn't dehydrate. I would go to my local feed store and get some penicillin, but if you can't give him a shot, then ask for an antibiotic you can add to his water!
