Hanging the waterer should prevent them from perching on it. If it is galvanised then it shouldn't be rusty. Have you been adding ACV to the water? If so, that is probably where the problem started. Maybe clean and dry the galvanised one and use for feed if it is a suitable design and get another water dispenser.
