Are these saddle feathers that are coming in? If so, does that mean that this bird is a cockerel?

Those are not male specific saddle feathers, and the bird shown just not appear to be a cockerel. How oldest the bird in week's?

Agreed. Long time yet for male specific saddle feathers.

Still a bit early to be developing male specific plumage. The youngest I've seen is 9 weeks.
