Sagging butt

Right underneath my hen's tail, is saggy. It almost touches the ground and feels kind of like a water balloon. She is acting completely normal but isn't laying any eggs. She is only 3 years old. Is this normal?

It could be as simple as she's overweight or as serious as internal laying.
