Sagging Underbelly

A few days ago I noticed that my 15 week old Rouen duck, Quacken, started to have sagging in her underbelly area. It is slightly becoming more visible and saggy as the days progress. She is not showing any signs of distress, she's eating, drinking, swimming, and playing just fine. She has a sister that has not shown the same sag. Any idea what could cause this as she is not yet old enough to lay?

How does the area feel?
Hard, fatty, or like a water balloon?
More fatty than anything. She has the sagging skin towards the belly area and at the bottom of the sag seems to be soft. No lumps or anything. She is too quick to catch a front facing photo to show you what I mean.

It's understandable for you to be concerned, but I think this may be part of her growing rather than something serious. In some birds, the pouch can be more pronounced than others.

It's something I've considered. I'm new to having Rouen ducks, so it's a learning curve a bit. Quacken is very active with her sister and eats/drinks/swims normally. Just didn't want to ignore it if it could be something more concerning. Thanks a bunch for your input!
