Salmon Faverolle Bad Genetics?

Hi all, i have a 7 month old salmon faverolle rooster that is in question(Pete). Ive noticed Petes tail is never up its always just downward and was wondering if this is normal. From what ive seen online of salmon faverolle roosters it seems their tails are usually upward if that makes sense or how you would normally a roosters tail. I think it would be important to also mention that Petes brother who we got at the same time from the same hatchery, ended up with a bowed leg that resulted in mobility issues for him but his tail was funtional and longer and he would put it up sometimes and what not. So im left wondering if maybe we got a bad batch of salmon Faverolles? I will post this with some pictures of Pete. The one picture of the two young cockerels, Pete is the one on the left with tail down of course
