Culling doesn't always mean killing, Angel. It means removing.
Sometimes a chicken is not show quality, so instead of a breeder using that particular bird in their breeding program or showing them, they will find someone who is not interested in breeding, but just having a pretty chicken in their yard to crow or lay eggs or be a pet.

I have a couple of ducks from Holderreads lines, but they are pet quality, which will happen out of show stock. They are pretty and good pets, but not for show.
 
To me if ANYONE is breeding birds they should be breeding for the standard of that breed. If you do not know enough about genetics and are breeding any bird with just any bird then you aren't bettering the breed and it just shouldn't be done.
Yes, not every hatch will produce breed standard chickens but those are the ones that should be culled (and I mean find homes for, not killed) and not be bred.

Culling is actually a responsible way to keep breeding lines true without causing suffering.

If you are breeding champion lines, then culling is absolutely necesary.
If you can only house & feed 20 birds, then you're only going to keep the top 20.

I agree. The same goes for show sheep and show beef cattle. When we raised them we only kept the best for breeding and the rest we raised up for our freezer or someone else's freezer. And if they wasn't any culling there would just be way to many animals and not enough space for them all.
 
So If someone wants to kill their own rooster and possibly eat the meat you want to make it against the law?

In nature things are culled all the time. The weak, the slow etc.
