Scraggly Golden Comet Hen or Roo

Speaking of golden comet roosters…. I am on the fence with this one. Peanut has been slow growing and just scraggly from the start. Looks nothing like the other golden comet I got at the same time.
I notice some downward feathers around the saddle area.. so is Peanut a pullet or a rooster? Any ideas?

I'm thinking cockerel but not a golden comet.
Looks like a hatchery Rhode Island Red.

Yeah. It definitely looks like my Rhode Island Red. I’m hoping it’s not a rooster. I already have two others from the same batch from Tractor Supply.
