My first chicks - I have not seen any of this - but also not sure I want compost in my office for the next five weeks :)

Would some chicken dusting powder work okay for babies?

Would some chicken dusting powder work okay for babies?
They really don't need to dust bathe yet so while they might appreciate the experience, it's not necessary to buy anything specifically for it. They can practice dust bathing in their food, their bedding, on a blanket, anything.

Since you mentioned the heavy rains from the hurricane, I wouldn't worry about the soil part right now, as it's bad timing for it and there's probably an increased the risk of coccidiosis blooming with the wet conditions. I would only do it if you had access to dry/drier soil from your own property,
