Hello BYC community, I was curious if you need a license or permit to sell Japanese coturnix quail online within PA boundaries? Since I am curious in the start of making my own website to sell them on and Id like to develop the website over the winter during the slow season for hatching. Any feedback would be greatly appreciated, thanks in advanced.

Call State of PA Agriculture Dept. and ask them how to get started with NPIP certification. That's what you'll need and with that you can sell across state line too.
