I am not familiar with that area but most places in Costa Rica have no problem with folks having chickens. I live near San Ramon which is a fair size city and know folks there have chickens. Around where I live, Los Angles Sur, there are chickens everywhere. You see them along side the road pecking seeds and chasing bugs. Some neighbors might object to a noisy rooster but this is a country where folks raise a lot of their own veggies and chickens, We hear roosters all the time. The medium income is not all that high so folks look to cutting costs as much as they can. Non-citizens cannot vote here so the control remains with the local populous.
