Serama Rooster With No Crow Collar?

I am aware that the Serama's crow is very quiet already, but with the no crow collar, would that keep them quiet enough that neighbors for an apartment that allows pets wouldn't complain? I don't live in an apartment now, just thinking for the future.

I have never personally had a non crowing collar but I believe if you have good neighbors I don't think there would be a problem
