Low humidity causes small chicks. I believe that with the dry hatch method the humidity should start at 40% them let it drop to 28% before adding more water to bring it back up to 40% and repeat. Are you sure your hygrometer is accurate? That is where I went wrong. Now I always do the salt test on my hygrometer before each incubation. Incubating chicks is a trial and error sort of thing. I finally got the Octagon 20 advance ex incubator with the humidity control and it pretty much is set and forget
I still loose chicks due to the eggs getting messed up during shipping, but get a 99% hatch with my own eggs. Good luck!
