Sexing Easter egger cockerel or pullet?

I had 2 pullets now down to this one. The other of same age (it’s roughly 10.5-11 weeks) had more feathering around the face and neck. Wondering if this is a he or a she. It acts like a corralling dominance asserting roo some photos from today (ones with more feathers) some from a couple days ago
