It's a cockerel. However, leg color and feather pattern/colors are not right for any Phoenix variety I know of.View attachment 1252899
The bird is two and a half months old with a pale comb developing and some wattle development. Cockerel or pullet???? The larger comb but being pale in color makes me wonder.

Leg color should be a lot darker.Uh, really? All recognized Phoenix varieties have legs that bluish gray color. Do you know the golden variety? Btw, this cockerel looks exactly how a golden Phoenix should at this age.

It looks closer to a silver or silver/gold then a golden. Actually doesn't look golden at all to me.
I'm betting its got some other breed in there somewhere.
That white on the chest is a dead give away it isn't duckwing.
OP, Yes it is a cockerel.
I raised Golden Phoenix many years ago and that is not what they should look like as juveniles, color-wise. For a number of reasons. And that is okay. He could just be a mix of different colors and still have the long, flowing sickle and saddle feathers.
