It's a cockerel. However, leg color and feather pattern/colors are not right for any Phoenix variety I know of.
I agree
Uh, really? All recognized Phoenix varieties have legs that bluish gray color. Do you know the golden variety? Btw, this cockerel looks exactly how a golden Phoenix should at this age.
@JedJackson
Leg color should be a lot darker.
It looks closer to a silver or silver/gold then a golden. Actually doesn't look golden at all to me.
I'm betting its got some other breed in there somewhere.
That white on the chest is a dead give away it isn't duckwing.
OP, Yes it is a cockerel.

Ya, I get what your saying about the white spot, that's not supposed to be there. I didn't notice that before. I still think everything else about it looks like it's a golden Phoenix, or part golden Phoenix.

i am new to phoenix and have little knowledge of the breed. My wife bought the eggs off ebay as a gift to me. There's every possibility that they are not what they were advertised to be. Crossbreeds is quite likely.

I raised Golden Phoenix many years ago and that is not what they should look like as juveniles, color-wise. For a number of reasons. And that is okay. He could just be a mix of different colors and still have the long, flowing sickle and saddle feathers. But it's something to be aware of if this cockerel is intended for breeding purposes.

The hatching eggs my wife bought were supposed to be a mix variety of long-tailed varieties. Of the 15 eggs, I now have four half grown birds. Two are white and the other two are shown in the pictures of previous posts. One of the white pullets does not have a single comb, but rather what looks like will be a rose comb/flat comb. I wish I had a better memory or had written it down. I think most,or all, the eggs were marked as "phoenix'.
