SEXING PHOENIX LONG TAIL

The bird turned out to be a rooster; a poor quality golden phoenix. A very friendly bird.
Possibly a long tail cross, he's long of body, long of tail (which another bird broke off), very long of leg. He's pheasant like in appearance.

HELP-a month ago he became ill. He was droopy, lost weight, stopped crowing, and his comb became pale and flopped over. We treated him with an oral penicillin. His health improved. He is no longer droopy or under weight, but his comb is the same, doesn't crow, and still doesn't chase and mate with the hens as he did before.

Suggestions/ideas would be appreciated..
