Shaving for Buttonquail/Chinese painted quail

I heard that cedar shavings are bad for buttonquail, so I went around my house and collected

some spruce shavings. Will these be okay? All the debris is either leaves or pebbles we mixed in. ( sorry bad photo quality.)

I'd be concerned it's too fine and can be breathed in or eaten too easily
