What is the best incubator for around 20 eggs?

I really have no clue as to the quantity of 20 but I know my next purchase will be a 1588 - Genesis Hova-Bator

Depends on how much you are willing to spend. I like the Brinsea octagon 20.

You can get 22 to 24 eggs in a 20 depending on the size of the eggs.

They are both good choices! The 1588 holds up to 42 with the auto turner.

I had 32 bantam eggs in a Brinsea Octagon 20 and it could have held a few more. If you can afford it, its worth the money.
Yes!

It is 22 to 24 large fowl chicken eggs. You could get a lot more quail eggs in a Brinsea 20.

I'd guess maybe 40ish quail, but dont know that for sure. My eggs weren't much bigger than quail. I think I had 5 rows and could have fit 7ish in each row. Doubt another whole row would fit, but maybe get one more in each row.

ETA - I'm thinking jumbos, I'm honestly not sure the size of other quail.
