Shipping Ducklings

I'm curious what they'll say the reason is. I know HI has special laws about ducks, so that makes sense, and parts of CA are still quarantined due to Newcastle so nothing is allowed to be shipped in or out (though, strangely, that's not on the list) but I'm not sure why they wouldn't ship to those other states.
Here is the answer from Purely Poultry:

Hi Frank,
Thank you for your email. Our premium waterfowl are shipped from our secondary farm in Minnesota. They do not currently have the authorization needed to ship them into a few states including West Virginia this year, I do apologize. We can ship them over the state line for you to another post office for pickup there instead.
Please let me know if there is anything else I can help you with.
Thanks so much for being part of our flock!
"Over the state line" would mean Proctor, Ohio which is a one hour drive away from here. If that is even possible. I don't think USPS would accept a duckling-package Poste Restante for a non-Ohio resident. ?

I wonder what authorization it is that they don't have and would need. I can ship to all those states because I'm NPIP certified. Some require a permit to import, but in my experience that's as easy as just calling a phone number real quick and then they just give you a permit number.

And you'd still need the permit to bring the birds into the state no matter what state they are shipped to and whether you go pick them up in another state or not.

@Pyxis - I would have to check out the conditions under which you can "import" poultry into WV, but i agree, that can't be too hard, they're pretty relaxed here.
And agreed, technically i would need a permit to bring the birds from OH into WV, but there are no border-control posts at any state-line anymore. Fortunately!
And i'm not planning to break the law anyways. Not worth it!
