Should I apply for a permit or not?

Permit!!!! Get the permit!! BYC is full of heartbreaking stories where folks thought they’d sneak in a few chickens, invested time and money, grew to love their flock, only to have officials show up demanding that they get rid of them.

How close the vote on allowing them was doesn’t matter - or shouldn’t. The point is that it was passed. Votes for ordinances and such do not have to be unanimous. I cast “no” votes several times when I served on our town council, but if the vote count said something passed, it passed....despite my no vote. And comply, comply, comply! Read the section allowing chickens, understand any restrictions, and keep and maintain your flock and property as required. Remember that it’s not just about you.....you are also setting the bar for others who may want a flock, and if town officials have trouble with you following the rules, then you’ve just made them more willing to look at rescinding what they passed.

Either get the permit and comply, or don’t get chickens, because as harsh as it sounds, it’s not all about what you want. Officials can’t worry about what your heart is set on....they have an entire community to serve. Best of luck in getting that permit - I think you’ll be surprised.
 
what happens to the roosters in this situation?
The same thing(s) that happen I other situations where a rooster is not kept.....sold, given away or processed.

Cover your bases. Get that permit.
I can hear my neighbors birds from down the street and around the corner.
I am certain they can hear my loud mouths too.

All it takes is one to complain and a future permit attempt could be denied simply because you broke the rules this time.

X2 to @21hens-incharge and @Blooie . Get your permit. There is no such thing as stealth chickenkeeping.... plenty of folks*think* they are doing it, but the truth is those around them know there are chickens being kept, just no one has complained....yet. The other thing to consider is that this truly is not just about you. Every person who violates the process that has been laid out by the ordinance puts in danger the rights of everyone to keep chickens. The city has laid out some regulations within which they're willing to allow chickens being kept. Every person who decides that this is not good enough or doesn't apply to them causes the city to rethink the whole idea. In effect the more people who choose to break the rules could cause the city to revoke the rules altogether meaning not only you can't have your chickens but now neither can those people who actually followed the rules to begin with.
