Should I call Animal Control?

Maybe this is his first experience with weather this cold and doesn't know roosters can get frostbite quick without shelter. I'd go talk to him and just say your thinking of the best interest of the roosters and this super cold spell is something new and your concerned.

animal control will step in because they have no shelter....i'd call....poor freezing animals!....

If there is nothing wrong then the person has no need to fear a visit from animal control. But, if on the other hand they have no intention of giving the poor birds any shelter durring this super cols weather then, that is another story and they deserve to be caught. Call the spca and have them check it out. No harm in that.

I had someone call on a horse that I had rescued the week before. I showed them the paperwork, my vet check up, feed and hay and there was no problem. But I do understand why someone who did not know I had just rescued them called. It was the right thing to do. I had no hard feelings.

To that, I simply don't know the answer. I'm just saying without all the information, I personally, would second guess calling. By all means if you are sure they are being mistreated, don't hesitate, call the authorities. I can't see what you are seeing, so I can't make an educated suggestion. Either way, good luck and I think it's great that you care about the roos. So many people, that aren't chicken-people, wouldn't give a flip.

I'm sorry but this just says a lot about the situation and possibly the person to me. When I applied for my permit to have chickens, I had to sign a paper saying I would provide proper shelter in all weather as well as making sure they are safe from harm. I can be fined heavily if I fail. Granted, a person can only do so much on the latter, but the shelter is just a given if you are going to have animals. Again, I would definitely do something because this does not sound like a good situation at all.
 
i wouldnt go talk to him if you are going to call the spca.....then..if he dosent give the roo's shelter and you have already talked to him...and then the spca shows up...ummm...he'll figure it out i'm sure....also.....since he's had chickens before....he knows how to care for them...so...my thinking is...he simply dosent want to give them shelter...i know that i couldnt stand to be a neighbor and watch that....it would upset me....

Even if they are intended for a stew pot, they deserve, and by most laws are required to have adequate shelter.

ABSOLUTELY call the authorities. The sooner the better, before they all die.
 
Is it possible that your neighbor has a lot of roosters for cock fighting? There was a man in our neighborhood keeping a lot of roosters tied by the leg but he had little metal "tents" (ends open) so I stopped in at our county sheriff's office and reported it. The weather was bitter. I didn't see anything done but I think they were watching the house anyway because shortly after the man was arrested for drugs.
