Should I call Animal Control?

Let the professionals handle that chat, then he can aim his animosity at them, not you!

This is a tough one, and I dont envy you. I live in an extremely rural area partly because of this very reason. Neighbors can make life tough, or wonderful! You have my thoughts, and my appreciation for noticing the poor birds, and caring at all! Well done

Are they always tethered up? Why don't you call. Maybe you could talk to the person with the roosters.
 
I wouldn't go over there...just call animal control AND the police.

I'm sorry - but somebody who has a lot of seemingly expendable roosters...that's only saying ONE thing to me.....cockfighting.

(sorry mrsengeseth...for conclusion jumping...my son once called me and said "Mom, can you tell the police officer it's okay that I'm in here?" - he then handed the phone to Officer Somebody and I had to describe him and say it was indeed okay for him to be in the house. Seems he forgot his key and jacked a window to get in...but a neighbor saw and didn't recognize him because my son had given himself a high-an'-tight the night before...and called the cops for a BE...I think I'd rather that than indifferent neighbors).

Thank you very much, guys, for supporting me in this! I had posted this 2 days ago, but worded it wrong, and got shut down. Made me think that absolutely nobody cared about these poor creatures, and also made me feel like I was nuts for even worrying about it.
I honestly have not been sleeping at night, thinking about these poor birds, huddled in the cold, with no protection from freezing rain, stray dogs, or anything. It made me sick to my stomach, but when I was told right here, that "game birds" or "show birds" are kept exactly like that, I began to feel like an idiot. Tomorrow morning I'm calling Animal Control, and hopefully they'll do something. Thanks again!

Yesterday on this thread you said they had shelter, the teepee type? So whered it go? Im just curious.

I gave mine and my reasoning behind it. But very clearly I typed if they are being abused and neglected, call. After the input of the other replies, later even including the OP saying this person allowed his previous chickens to free range in the street leading to their being run over, I'd agree that they probably arent' likely being treated well. And the poster who suggested that there may be sinister (fighting reasons) to them being tied up has a valid point too.
