The  answer to your question is,,  
Can you provide proper housing??
Do you have time to dedicate to upkeep, and  homeset train??
Not lap pets.   Unless you have only one,, and it is an indoor companion. 
Cages are for predator protection during non outdoor free-time.   You don't keep pigeons in cages,, but rather lofts.   The lofts would ideally have an aviary attached. 
I understand you are new to this, and excited about pigeons.
