Should I rehome my rooster

In my town you aren't "technically" supposed to have chickens, many people here have them anyway. I'm definitely not rehoming all of them, I've owned just hens here for over 11 years with no complaints, its just my first time having a rooster here
Well, this information paints a different picture of the situation.
 
So I live in an area where your not supposed to own roos, well I own one bantam rooster that crows all day long. Hes been crowing for almost a year now with no complaints since I've been putting him in the house every night until 11am so no one hears his early morning crows. Where I am I'm technically not supposed to own chickens either but I only have a few. I'm just scared that he will get all my chickens in trouble and I'll have to get rid of all of them. Is rehoming him the best option? It breaks my heart so much to think of rehoming him because he's my little bantam baby. He only has 3 hens and doesn't even get to sleep with them at night so I just need reassuring that rehoming to a better home is the best thing for him.
