Should we file charges?

I'm wondering if the neighbor knows your husband works for the DOC? My ex was a parole officer and nothing scares an ex-con more then knowing someone with 'pull' is watching them!

Find out what your local animal control laws are. The owners can be charged for keeping a dangerous animal in some areas. If he's on probation or parole, part of being out of jail is staying out of trouble. New charges can send him right back.

Take pictures if the animals come back. The more proof you have, the better!

If he's not under community control he should be more than cooperative knowing that his past will definitely work against him in front of any judge. (if the judge has any brains, which is becoming rarer)
Your husband also knows how to communicate with this mentality, unless he works in a box pushing buttons.
The only way you're going to put an end to this is to do so with conviction. Let them know under no circumstance will you be pushed around or intimidated. Otherwise, as your husband should know, the inmate mentality takes over and they'll try and prey on the weak.
 
Oh mercy! I hope your bad neighbors are renters and not home owners. Maybe if you and your other (good) neighbors keep calling the law out because of their dog, they will move somewhere else! Did I understand you to say that animal control picked up their dog? If the neighbor gets them back, call animal control every time you see the dog set foot out of their yard. If they get enough citations for loose/dangerous dogs, they can face criminal charges.

What kind of dog is it? (out of nosiness)
 
I'm just thinking that if someone really did hit their dog over the head (and it wasn't them being cruel to their own dog and it wasn't you).... who was it? Is it possible that their dog(s) have scared other neighbors? Can you talk with your other neighbors and see if someone else is also having problems with these dogs and then join forces to get a resolution? The more people complaining the better chances of getting good results faster.

Goofy song, but the guy has a point... charging him with wreckless discharge when he hit precisely what he was aiming for....

I've often wondered if that would be the case here in Arlington... if I shot a raccoon for instance...
Would I be considered reckless? And subject to a fine?

Even more complicated if it's someone's pet, aka property, because then you get into destruction of private property... even if said property was on YOUR private property at the time... UGG, why can't people just be responsible then we wouldn't have all this mumbo jumbo.

Definitely check your local regs. And ASK, you can always ask the police/animal control hypotheticals... "What happens if I shoot a dog" Of course, best to ask before actually doing it... and don't give your name... then if you do have to shoot the bugger they may think you planned it...

Get as many complaints as you can against them, talk to neighbors and get them in on it, so that if one of you has to take that action there's a clear trail showing it was warranted... protect your chickens, children, property... but also protect your own bum!!

Can you catch the dog, drive it wayyyyy far to a town where the people probably won't bother to look and surrender it to the pound? It's not the dog's fault it's owners suck, and if you don't kill it, and maybe get someone they don't know (a friend of yours?) to turn the dog in, you can deny any knowledge. It's a good way to get rid of the problem without a crime/law entaglement. I urge you to try it if you can do it quietly and make sure you tell no one. Dogs wander off all the time. If you can't catch it, borrow a large trap for coyotes (Have a heart) or rent from animal control to trap the dog.

If someones dog is on your property killing your livestock, you have a legal right to shoot the dog without worrying about the law. Forget the shoot, shovel and shutup. Shoot, take pics and call the law. If the owner of the dog tries to take legal action against you, you can make them pay for your lost livestock as well as pay all of your legal fee's. My neighbors learned the hard way, but their mongels dont come into my yard anymore.
