Not for me. We keep it in a shaded spot, so between the shade and the very opaque material (it's either double walled, or at least a thicker plastic than something like an utility bucket would have) no light gets through, so no algae.
I have never scrubbed it or used chemicals or done anything more than rinse it out, and it stays clean for me.
