Yea, then there is the people who dont care about their dogs , dont take the time to train them and just have the dog to say they have a dog. The neighbor across the street from us has 2 dogs a 8 or 9 year old Catahoula leopard hound mix and then a not even 1 year old beagle jack russel terrier mix. The Catahoula leopard hound has been there since we moved into our house 8 years ago, and she was never put in their house, at the time they also had a huge black lab he was only 2 years old. We use to go down there give the dogs treats, food and attention and they never had a problem, they were super nice and friendly until one day someone walked down there and the black lab knocked them over and then they were turned in and the lab was took away. About 2 years went by and the hound got super aggressive, she was used for hunting a few times and never taken out again, we weren't able to feed her, pet her or even touch her outdoor run. Then after 3 years of the lab being gone they got a Saint benard(which they knew their son is scared of dogs). But he was only in their house for 2 months, he wasnt potty trained and destroyed their house. So he went outside i would sneak down there and feed him, his name was Hank for a reason after 3 years of being their he weighed over 150lbs, and was always escaping (and trying to get attention from me), i couldn't put up with dealing with all my schoolwork and trying to catch him all the time(15 times a day), so i started walking him every other day(im homeschooled so it makes it easier). But after 2 months of walking him he knew sit, come, almost heel and was getting stay, but the jumping was the big issue i was able to fix. Then someone in the town asked if they were willing to give him a better home( they werent fed, given water, have shade and Hank had our old dog house which kept him warm and dry). I asked the owners trying to be as nice as possible and she said that she KNEW he needed a better home. But yet 3 weeks went on i continued walking him until he jumped up on my and knocked me over, he was out of control at this point, he didnt have room to run, and school was starting up again. Then one day i went to walk him one last time he was gone, took to live with one of the peoples coworked that apparently lived on a farm. I still wonder if he is ok today, i would have been more than willing to take him if we weren't so busy at the time and had a farm or land he could run on. Then after about 1 year of him being gone we got our pup and she took a lot of time. And then they got their new pup the beagle mix, Suzie she didnt live inside their house for more than 2 weeks and it was the middle of winter she was sent outside to live with the aggressive hound and has stayed there since barely any food, water and shelter. But she also had to have eye surgery which they just did, but sent her right back outside. She barks and whines and gets out a lot but the humane socity and rescues wont do a thing. Its sad and ridiculous.It can get ugly fast if the owners don't work with their dogs correctly.
My neighbor's german shepherd has been there since she was little, she got her aggressive side from the other dog they couldn't control, and the other dog, unfortunately, ended up getting put down. They trained their current shepherd out of aggression towards guests but never trained her out of her aggression towards us which they had the opportunity to do when she was still young, they didn't though which led to the moment she went for my face, if i hadn't worked with dogs before it could have been worse, but being able to predict her next move i was able to turn my shoulder to her in a matter of seconds leading to only a small scratch.
what I'm trying to say is, when owners don't work with their dogs to prevent incidents like this it leads to attacks, that we blame on the dog when really it's because we didn't work with them.
