Sick 2 week old pekin duckling:( - please help!

Hello everyone! I am really unsure of what to do about my 2 week old pekin duckling. I got two pekin ducklings to add to my small backyard hobby farm (first time owner and I love them so much already!!!), and one is doing amazing, however the other one has been doing subpar. Here’s some history on her:

Ever since she was about 2 days old she’s had on and off respiratory issues. Her nares used to get clogged OFTEN and she refused to use her water bowl to clear them and would only dunk her head if her whole body was submerged in water. So we started doing daily 10 min bathtub trips with her where she would walk into a deeper end and then clear her nose and shed be good to go!
She is now two weeks and 1 day old, and she’ll clear her nose now with the water bowl (thank goodness) however she won’t do it that often and so she constantly has problems breathing out of her nares. She’s fine when she’s just laying around sleeping with the other or not excited, however as soon as she starts becoming active (eating, swimming, playing etc.), it sounds like she has asthma or something. She’ll just start breathing really heavy out of her nares and it’s very loud and heavy, almost like a whistle. I can see that her nares are not nearly as clean as the other ones, however she won’t make a real effort to clean them out either!! If she sneezes or anything nothing comes out, just dry sneezes, so I don’t think it’s a respiratory infection, however I can’t be sure. She just seems to really be struggling to clear out her nares and keep them clean.
Just in case I’ve started supplementing her with poly-vi-sol (no iron added), and also adding some oregano and thyme to her food which she really enjoys. Other than her nare problem shes very happy -> eats a lot, drinks, cleans herself, poop is normal, is very excited for play time and can keep up with the other one.
Does anyone have any suggestions on how to help this? Is this a serious concern or am I just being paranoid? Is there anyway I can help her clean her nares out since she doesn’t seem to want too lol?
 
Let's back up to the times you've submerged your duckling completely in water. Did you dry and warm her immediately after? Baby ducks aren't water-proof and can become hypothermic if repeatedly wet.

Shock can accompany the hypothermia, and there can be a rapid downward spiral. So care needs to be taken to prevent submersion of ducklings.

To help her keep her nares clear, get a bulb syringe they sell for infants to clean mucous out of their noses. Gently place the syringe filled with saline solution against one nare at a time and squeeze it so solution gently flows into the nare, then tip the duckling forward so it drains.

Very easy and simple and you avoid getting your duckling wet.

Oh I haven’t submerged her in water completely! Should have been more clear. She just wouldnt use a water dish, she had to be able to walk around in it for a bit and then start dipping her nose in. The water was never high enough that she couldn’t stand, or even touch her fluff. Only times she got “wet” is if she would sit down. However the water was always warm, and after she would clear her nose she’d come directly out into a towel and then back into her brooder with the heat lamp and other duckling. She has never shivered or shown any “symptoms” of being cold.
But okay thank you! I’ll definitely try doing that with a saline solution.
