I have 9 week old chicks that I just transitioned outside to their coop. I have one that is the smallest of the 4, that is wheezing, gagging, and has a very runny nose. Any ideas?
 
This sounds like a CRD (chronic respiratory disease). Did you by some chance get these chicks from a private breeding farm? Sometimes this gets imported from another flock. It can lie dormant and then produce symptoms when the chickens are under stress.

Where did the chicks come from? Do you have other healthy chickens? Do you see any bubbles, foam, or swelling around the eyes? Pictures of the sick pullet could help. If it is a respiratory disease Tylan injectable given orally, or Tylosin powder in water can help. Viruses have to run their course, but antibiotics may help treat symptoms of MG, a common respiratory disease. Here is a good article about MG in chickens:
