When I submerged her up to her neck in water quickly and put her in the shade she stopped panting. She's still wet.

How about Gatoraid? First, do this. Soak two wash cloths in cold water and place them under her wing pits. Let it cool her for a couple minutes, then give her cool Gatoraid to drink.
Okay! Thankyou.Look at this photo. Do you see the hole in the center of the throat of the chicken pictured? That is the airway. Giving fluids to a chicken must avoid that or the chicken will choke.

Okay I will she seems to like the Gatoraid.Keep offering her the Gatoraid for the next couple hours, and keep her in a cool place for 24 hours.
