Does your Pekin have the deep bowl all the time? She should. Personally I do not use antibiotics, but seems to me like Amiga & Miss Lydia have def given you good advice, I think something is certainly amiss. Please post back what you find out.
I'm dif not a fan of antibiotics and hopefully she'll let us know what she has done so far to see if there are still some other things that can be done first.
 
I agree, oral antibiotics are something to consider when the first, even second line of treatment does not seem to be working. But if the OP has been trying face rinses and topical antibiotics, Epsom salt soaks, and so forth and the duck is getting worse, that is why I would consider oral antibiotics.

As always, if a vet is an option, that should be done.
 
I have given her a deep bowl of water. I also gave her a bath in warm water with apple cider vineger in it. After this she actually stood up for about 5 minutes!(afterword she had to lay down again though! I have given her some vitamins and it seemed to help her eye a lot. She is still under the weather but it seems like she is improving slightly.
 
Is she washing her bill and sort of sneezing in the water bowl? If yes, that is good! That is normal for a duck clearing and cleaning the nares. I think that I might do the bath a few times a day, do have it deep enough for her to float a bit. Sort of assist her if she needs your help, or if you think she will freak out and splash all over and try to fly off.
 
Also while she is recovering keep her warm. not hot but out of drafts and cold out door temps. changes in temps from indoors to out can be detrimental
also. Put some ACV into her drinking water where she washes her face and drinks her water from that way she is getting it all the time, vitamin water one day ACV water the next. 1Tab to 1 gal of water. She may have a nutritional deficiency. what feed are you feeding?
